Nicole Stone – Play By: Natalie Portman
Stone does not believe in failure. She does not believe in compromise, weakness, or halfway measures. She does not believe in fucking around. One of the most capable and efficient agents in the Shadow Proclamation Enforcement Branch, she is both renowned and notorious for her ruthless dedication to completing whatever task she's set — behind her back, it's rumored that she was responsible for the death of several agents on a mission a few years back, that she sacrificed them to complete her mission. If it weren't for that, she might be in the absolute top ranks by now. Well, that and her persistently borderline psych evaluations and serial non-monogamy, even within the Enforcement Branch. She's still publicly one of the top agents, and privately, an invaluable resource. When it comes to getting shit done, you go to Stone. She was the natural choice for an Enforcement director to manage affairs on the ground, but she has caused some tension within the ranks because of her... attitudes. Nearly every day she has to coordinate some kind of protocol with that idiot Howl, although she has to admit, he is attractive.
Logan Brown – Play By: Matt Czuchry
None of Brown's family ever really believed him when he confided that he had been recruited by the Shadow Proclamation. He had always been the popular sort — likable, funny, outgoing, rather flamboyantly gay. He'd been voted both 'most popular' and 'most likely to be president' in high school. Although he's not about to admit it, those ambitions for power are the reason he's here so young and rising so quickly — there's nothing he wants more than to someday be the one calling the shots at the top of the Enforcement branch.
Katie Harwood – Play By: Emily Browning
Katie loves her job more than anything. Coming from a dirt-poor backwater planet like hers, bribing her way onto a transport was a miracle, and picking a fight with a recruitment officer at the first bar she came to a godsend. She nearly won, until his partner came out of the bathroom and threatened to shoot her, but she'd made the right impression. She loves the travel, the excitement, the opportunity to kick illegal alien ass — but she's terrified that, if they ever looked too deeply, they'll realize she's not exactly who she says she is. Her family — six of her cousins, two of her sisters, and her mother — have all been closely involved with anti-colonial terrorist activities on her home planet, contrary to the Shadow Proclamation's adjudication. She would never betray them, but at the same time, she could lose everything if her unsavory connections were to come to light.
Guy Howl – Play By: James Mcavoy
The phrase 'married to your work' really doesn't begin to cover Howl's relationship with his. He and his job are practically that couple who can't stop touching each other under the table inappropriately at a group dinner party. He's absolutely devoted to the pursuit of knowledge, particularly the application of physics and mathematics to temporal disturbances. He has been known to sleep in his office, only to wake up in the dead of night and start writing equations on the walls. He's a genius, for sure, but he's not so much 'mad scientist' as just... forgetful that the rest of the world exists. His current position as director-on-the-ground of the scientific side of the Proclamation. All he really wants is to be left alone to do his experiments, not coordinate a few dozen scientists and interface with that blundering sociopath of an Enforcement director-on-the-ground, Stone. She honestly terrifies him.
Toby Montgomery – Play By: Adam Brody
Toby isn't...the nicest person to work for the Shadow Proclamation. He's rude, antisocial, and constantly is making snide remarks. He doesn't take anything from anyone, and has a no nonsense type of attitude. He does make jokes more often than not, and it's very hard to tell if he's being seriously. He loves his job, and wouldn't do anything to compromise it, but at the same time is constantly pulling the strings of his coworkers, and bosses. He's quite strange and enjoys grossing people out with the things he does. He gets on most people's last nerve, but all in all he's very good at what he does.
Thiliam Webb – Play By: Anton Yelchin
Public relations is really the art of being able to say 'screw off' nicely and without the other party realizing it, and that is what makes Thillian so damn good at his job. He was never the most charming guy — he's known for his awkward pick-up lines and ability to blush crimson at the slightest innuendo around the office — but he's more than meets the eye. Somewhere beneath all those sheepish smiles and perfect politeness, he has a really shocking ability to say just about anything and get people to go along with it. Maybe it's that, he's disarming, maybe it's that he has a surprising reserve of force of will, maybe it's that his mother was a psychic from Trefault. Whatever his professional skills, he's almost definitely still a virgin and painfully obvious about it.

At first glance, most people would assume that Lux had the good fortune to have an uncle in politics or something to get him as nice a job in the Legal Branch as he has. After all, there's no way he got there on his own — he seems to have the work ethic of an unemployed Judoon and the libido and/or restraint of a teenager. Even some of his coworkers would be shocked to realize he's one of the best lawyers in Legal and, due to his expertise, is usually occupied with some of the topic Proclamation cases. That doesn't stop him from keeping busy in other ways, though — he's probably flirted with just about every intern in his office by now, and has had more internal affairs 'conversations' than almost anyone in the organization. Since the whole issue of 'seizing four hundred million people and a few major islands off a level five planet' is a bit legally iffy, technically speaking, he was one of the first people to call to justify the process. Well, that and whatever the Shadow Proclamation feels like doing.
